In addition to meaning 'city' as in English it is also frequently used in the sense of 'polity' but is closer than the latter to the notions of 'state' and 'government' (at least to me).

Politique, applied to a person, is somewhere between'fine politician' and 'statesman'; applied to the field it is close to 'political system' but seems more abstract, grander to my ears.

'soil' or 'land' will not do to render the very positive connotation of 'terroir'. In English an adjective is required, such as 'native soil' but that makes the meaning more specific. 'terroir' has bouquet all by itself without need of ingredients.
